It seems that there are a lot of disadvantaged children in Mexico. When I am on a business trip in Mexico City and I am with my colleagues on the street how can I address them without sounding arrogant by commenting on their misfortune or risk seeming insensitive by not acknowledging them at all?

You have asked a wonderful question that applies for travelers of many areas of the world. I suggest always treating the poor with love and respect, by reacting with a kind smile, instead of intolerance.
Act as you see fit in a case-by-case situation, but as in the U.S., if you are so inclined, it is always helpful to support a local organization by making a contribution in the community in which you work. When your colleagues travel with you, there may be an appropriate moment for you to tell them about your support of the community and invite them to do the same.
